DDP-Senegal report “Trajectoires de long-terme pour un développement sobre en carbone et résilient aux changements climatiques au Sénégal : enjeux et contribution de la transition énergétique”

This final report presents the outcomes and key findings of the DDP-Senegal project, led by Enda Energie, supervised by the DDP secretariat at IDDRI, which was launched in 2021 by the Ministry of the Environment and Ecological Transition (METE) and the Ministry of Energy, Petroleum, and Mines (MEPM), and conducted within the framework of a partnership with the French Development Agency (AFD).
This report describes model-based scenarios exploring how Senegal’s long-term development choices can support a transition toward a low-carbon and climate-resilient future. Built through a national co-construction process involving public institutions, researchers, civil society, and technical experts, it examines how energy transition pathways can align climate objectives with economic development, energy access, and national priorities through 2050.

On July 10, IDDRI and ENDA Energie co-organized a high-level event in Dakar on Senegal’s long-term strategies (LTS), as part of the DDP Senegal project funded by the French Development Agency (AFD). The initiative aims to strengthen the country’s technical and institutional capacities to better align short-term decisions with long-term sustainable development pathways.
During the event, four contrasting energy transition scenarios for 2050 were presented:
- a scenario that continues current trends;
- two scenarios that achieve the objectives of the Just Energy Transition Partnership (JETP) by 2030, one based on gas development and the other on renewables;
- and a scenario focused on energy efficiency, combining demand-side measures and accelerated deployment of renewable energy.
The event brought together ENDA Energie, IDDRI, AFD, the African Climate Foundation, as well as representatives from the Ministry of Environment and Ecological Transition (METE) and the Ministry of Energy, Petroleum and Mines (MEPM).

Last week, Samba Fall, Cheikh Dieylani Diop and Ansoumana Djite from ENDA Energie in Dakar joined the DDP Secretariat in Paris for a week of intensive work to develop and model pathways for the Senegalese energy transition as part of the DDP Senegal project, supported by AFD. This involved exploring different pathways of how Senegal can fulfill commitments under the Just Energy Transition Partnership with France, Germany and the EU, while achieving universal electricity access and supporting economic development. Results from the DDP Senegal project will be published in a few weeks.

This session aimed to present and clarify the contents of the scenarios for a common understanding, to ensure the coherence of the scenarios of the aforementioned transitions and to allow, ultimately, the thematic, transversal group, climate change and sustainable development objectives (GT-CC&ODD) to identify a final scenario which will be in line with those of the other transitions.

Contributions to policy processes
DDP Senegal has contributed to:
- The project was able to provide information regarding possible renewable energy targets to the JETP negotiations, thereby contributing to the conclusion of the JETP agreement with an ambitious target for renewable energy development in the country.
- The project is currently providing inputs to the drafting of the Long-Term Vision in Senegal, via a process to bring together a wide range of stakeholders to design this long term development vision. The team at ENDA also work in close cooperation with the government around the elaboration of the LTV itself, via a project financed by the 2050 Platform.
